About The High Council
The High Council is an MCP server published by the GitHub account muad-yasin. Several models from different labs plan in a blind proposal, debate and review loop. Your own keys.
It runs on your own machine: your AI client starts it from the npm package the-high-council at version 0.8.3.
It asks for 10 secrets: ANTHROPIC_API_KEY, OPENAI_API_KEY, GOOGLE_API_KEY, MISTRAL_API_KEY, DEEPSEEK_API_KEY, GROQ_API_KEY, TOGETHER_API_KEY, COHERE_API_KEY, OPENROUTER_API_KEY and ZAI_API_KEY. Give it a key with the least access that still works.
Version 0.8.3 was published on 26 October 2026, and the source code is public, so you can read it before installing.
Written from the registry entry. 9 automated checks on the registry entry and the package code: 7 pass, 1 warn, 0 fail, 1 info. How we check.
What it asks for
| Variable | Required | Secret | Description |
|---|---|---|---|
ANTHROPIC_API_KEY | No | Yes | Your own Anthropic API key. Needed only by chains that seat Anthropic models. |
OPENAI_API_KEY | No | Yes | Your own OpenAI API key. Needed only by chains that seat OpenAI models. |
GOOGLE_API_KEY | No | Yes | Your own Google (Gemini) API key. Needed only by chains that seat Google (Gemini) models. |
MISTRAL_API_KEY | No | Yes | Your own Mistral API key. Needed only by chains that seat Mistral models. |
DEEPSEEK_API_KEY | No | Yes | Your own DeepSeek API key. Needed only by chains that seat DeepSeek models. |
GROQ_API_KEY | No | Yes | Your own Groq API key. Needed only by chains that seat Groq models. |
TOGETHER_API_KEY | No | Yes | Your own Together API key. Needed only by chains that seat Together models. |
COHERE_API_KEY | No | Yes | Your own Cohere API key. Needed only by chains that seat Cohere models. |
OPENROUTER_API_KEY | No | Yes | Your own OpenRouter API key. Needed only by chains that seat OpenRouter models. |
ZAI_API_KEY | No | Yes | Your own Z.ai API key. Needed only by chains that seat Z.ai models. |
MAX_USD_PER_RUN | No | No | The figure the spending-limit screen suggests for a paid run; the limit is the number the person types. Unset, a command-line run suggests nothing, and when a client sends no max_usd the MCP server suggests the lesser of 7 and COUNCIL_MAX_USD_LIMIT where that is set. For a chain with no paid seat it is the run's ceiling (7 when unset). A run stops before any stage that could pass its limit. |
COUNCIL_MAX_USD_LIMIT | No | No | A hard per-run ceiling in US dollars that the MCP client cannot raise or remove (max_usd above it, or "none", is refused). Set it to the same value as MAX_USD_PER_RUN so the suggested figure and the ceiling are the same. |
COUNCIL_WORKDIR | No | No | Folder for task files and run output. Default: the directory the client starts the server in. |
